4130 Procedure - Title I, Part A - Parent and Family Engagement

Implementation for Parent/Guardian and Family Engagement Federal Requirements

The district will support effective parent/guardian and family engagement and strengthen student academic achievement through actions that support each element of the federal requirements in ESEA Section 1116 (A-F) and if applicable, Section 1116 (c)(d)(e)(f), as listed, and described below.

A.    Jointly Developed and Parent/Guardian Input. Parents/guardians and families will have the opportunity to jointly develop and provide input for the Title I, Part A program and policy. The district will involve parents/guardians and family members in:

•    The development of 4130 Procedure, this may include establishing a parent/guardian advisory team (Community of Practice), which will include our District Family Engagement Core Team along with family, community, and staff representatives. Each spring, our Community of Practice (C.O.P) meeting will provide members an opportunity to review, evaluate, and offer suggestions on updates to the Title 1, Part A policy.
•    The Consolidated Grant Application (CGA) Title I, Part A section with the input of our parent/guardian advisory team (Community of Practice), which will include our District Family Engagement Core Team along with family, community, and staff representatives. Each spring, our Community of Practice (C.O.P) meeting will provide members an opportunity to review, evaluate, and offer suggestions on updates to the Title 1, Part A policy.
•    Developing school improvement plans (SIP), such as a combined SIP and Schoolwide Plan (SWP) or Targeted Assistance Protocols (TAS) by leveraging each building’s parent/guardian advisory group.

B.    Technical Assistance. The district will provide coordination, technical assistance, and other support to assist schools in planning and implementing effective parent/guardian and family engagement activities. The District Family Engagement Core Team will assist schools in the development and support of school-based Community of Practice Teams (family, community, and staff). Each school C.O.P. will provide ongoing input and support into their school family engagement plans focusing on student achievement goals. Possible topics and initiatives that can be addressed:

•    Washington’s challenging academic standards
•    Walla Walla Public School Promise Standards
•    How to monitor your child’s progress
•    How to help support your child’s academics at home
•    How to work with educators to improve achievement

C.    Integration. The district will coordinate and integrate parent/guardian and family engagement strategies with other relevant federal, state, and local laws and programs by developing a district wide systemic family engagement plan to provide strategies and best practices to each school and program with a focus on supporting student academic achievement. This includes the development of a Community of Practice group at each school.

D.    Annual Evaluation. The district will conduct, with meaningful involvement of parents/guardians and family members, an annual evaluation of the content and effectiveness of the parent/guardian and family engagement policy in improving the academic quality of all schools served under Title I, Part A and use the findings to design evidence-based strategies.  At the annual meeting, the following will be identified:

•    Barriers to greater participation by parents/guardians in the Title 1, Part A activities;
•    The needs of parents/guardians and family members to assist with the learning of their children, including engaging with school personnel and teachers; and
•    Strategies to support successful school and family interactions.
