BOARD POLICY No. 2104
The Walla Walla Public Schools’ goal is to reach the maximum potential of all students through appropriate and challenging instruction and opportunities. The district shall participate in those special programs which are funded by state or federal government for which a local need can be defined and for which a local program would be developed if funds were available. Board approval shall be required before submission of an application for such a program.
The superintendent shall develop procedures in order that goals, planning, implementation and evaluation phases of a special program are in compliance with the rules and regulations of the funding agency. Applications may include, but not be limited to, programs for the highly capable, remedial and minorities.
The board agrees to comply with all the federal and state requirements that may be a condition of receipt of special program funds including, but not limited to:
- provision for implementation of staff and parent involvement, program planning, budget development, program evaluation, staff training, and program management;
- provisions for testing to identify target students, as well as to measure program results;
- provisions for eligible private school students to participate in programs and/or services designed for the educationally talented and disadvantaged, as well as other programs which are supported by ECIA funds; and
- maintenance of fiscal records which show the receipt and disposition of federal funds.
The district further assures that a district wide salary schedule is in effect and that the staff are assigned equitably among schools. Instructional materials shall also be distributed equitably among all schools.
